1980년 5.18광주민중항쟁을 기억하는 전세계 노동자들이여!
광주시청 비정규직 투쟁에 단결과 연대를 호소합니다.

1980년 전두환정권의 독재와 탄압에 맞서 한국사회 민주주의와 민중의 권리를 위해 피흘려 싸웠던 5.18광주민중항쟁이 27주년을 맞이한다.

민주.평화.인권의 도시임을 자임하는 광주시는 5.18기념행사를 비롯해 6.26-28(3일간)까지 세계적인 여성운동가 등을 초청해 '여성의 인권과 문화'를 주제로 2007광주세계여성평화포럼을 개최한다고 선전해대고 있다.

그러나 부끄럽게도 2007년 광주에는 민주와 평화, 인권, 여성이 없다.

지난 3월 7일 광주시 청소용역 여성노동자들은 광주시와 용역업체간 계약만료에 따른 집단해고를 앞두고 시장면담을 요구하며 농성에 들어갔다.

2004년 노동조합을 결성한 이들을 광주시에 저임금과 중간착취, 그리고 고용불안만을 야기하는 용역제도 개선을 수년간 요구해왔다.

그러나 99주년 3.8세계여성의날 새벽 2시, 광주시장과 수천명의 시공무원들은 속옷만을 걸친 채 온몸으로 저항하던 여성노동자들에게 무자비한 폭력을 행사해 강제로 끌어냈다.

담요를 머리에 뒤집어씌워 질식시키고, 주먹을 휘두르고, 격리감금하는 등 흡사 1980년 5.18을 떠올릴만한 폭력과 인권유린의 현장이었다.

결국 비정규직 노동자들은 최소한의 시민권조차 인정받지 못한 채 짐승처럼 끌려나와 3월 9일 집단해고되었다.

2007년 노무현 정부는 '2007년도 저출산.고령사회대책'을 통해 여성노동자들이 '일과 가정을 병행할 수 있는 노동환경을 조성하겠다'고 밝혔다.

나아가 박광태 광주시장은 선거공약을 통해 사회양극화 해소를 위한 13만4천개의 일자리 창출을 약속했다.

그러나, 이와 같은 광주시의 비정규직 노동자탄압은 5.18광주민중항쟁정신을 훼손하고 기만하는 것에 다름 아니다.

현재 비정규직노동자들은 광주시의 인권유린과 노동탄압을 알려내고 원직복직을 쟁취하기 위해 매일 시청 앞 집회와 대시민선전전을 전개하고 있다.

또 민주노총과 시민사회단체들은 5.18과 광주세계여성평화포럼에 맞춰 노동탄압을 자행한 광주시를 상대로 강도높은 투쟁을 전개해나갈 계획이다.

이에 5.18광주민중항쟁정신을 기억하고, 민중의 권리를 위해 투쟁하는 전세계 노동자의 단결과 연대를 간절히 호소한다.

To all the workers remembering the May Kwangju struggle of 1980, we ask for your support to the struggle of irregular workers at Kwangju City Hall.

Next month will be the 27th anniversary of the May 1980 struggle by the Kwanju people against the dictatorship.

The city of Kwangju, which regards itself as the city of democracy/peace/human rights, will be holding commemorative events, as well as a World Women's Peace Forum with renowned women's movement activists from across the world.

At this time however, there is no democracy, no peace, and no human rights or women in Kwangju.

On the 7th of March, female cleaning workers doing jobs contracted out by the city of Kwanju, facing the end of the contract between the city and the service contract firm, commenced a sit-in demonstration at the city hall to demand a meeting with the mayor.

These women, who had formed a trade union in 2004, had continuously called for improvements to the system of employment instability, low wages, and middlemen exploitation.

But at 2 AM on the 99th Women's Day(8th of March), the mayor and thousands of public servants at city hall stormed the site of the sit-in, and employing force, pulled the resisting workers outside.

Punches were thrown against the female workers, many were dragged out with blankets pulled over them, repeating many of the scenes of violence and human rights violations on the 18th of May 27 years ago.

The irregular workers were laid off the next day.

This year, the Roh government announced as part of its 'measures to counteract the low birth rate and ageing society' that it would 'foster a working environment where work and family could go together' for women workers.

The mayor of Kwanju promised 134,000 jobs to alleviate social polarization.

However, the oppression of the irregular workers by the mayor is in contradiction to his statements and to the spirit of May 1980.

Currently, the irregular workers have been holding daily demonstrations in front of city hall to let others know about the oppression of labor rights and to demand reinstatement.

They are planning, together with the KCTU and other civic organizations, to continue the struggle against the city up to and during the May 1980 commemoration events and the World Women's Peace Forum.

We thereby would like to call for the solidarity and support of all those struggling for workers' rights, who remember the spirit of May 1980.
